Guide for members and guests

This guide provides information for guests and members of the Defence LGBTI Information Service (DEFGLIS) on the standard of behaviour that is expected during DEFGLIS events and interactions online.

It provides guidance and policy to protect DEFGLIS members from harassment, discrimination, bullying and intimidation, and tools to stop situations where members or guests feel uncomfortable, threatened or unsafe. It also identifies support services that can provide further advice and information.

What behaviour is expected?

Members and guests are expected to adopt the DEFGLIS Code of Ethical Behaviour. The Code outlines how individuals should behave at DEFGLIS Events and towards each other.

Everyone has the right to be safe, included, and enjoy themselves at DEFGLIS events. Sexual misconduct will not be tolerated, and behaviour that is offensive, belittling, abusive, threatening or harassing is not acceptable and may result in being asked to leave the event.

The code includes upholding the DEFGLIS values of inclusion, justice, integrity and community, and to challenge any behaviour that does not meet these standards.

What happens if unacceptable behaviour occurs?

DEFGLIS has adopted the principles of Defence Unacceptable Behaviour Policy DI(G) PERS 35-3 which sets out the standards of behaviour expected from everyone involved with the network.

The policy defines unacceptable behaviour and the required procedures and practices for the management and resolution of complaints of such behaviour. While the document only applies to Defence personnel, all members and guests should familiarise themselves with the policy located on the DEFGLIS website (www.defglis.com.au/index.php/publications).

If unacceptable behaviour occurs involving Defence members, an incident record will be raised, and the matter will be referred to Defence for management in accordance with Defence policy. For non-Defence members, the incident will be referred to the DEFGLIS board for resolution and management. Members and guests may be asked to leave the event, be issued a formal warning, or be banned from future events. 

Appropriate use of social media

Unacceptable behaviour extends to the use of social media interactions. DEFGLIS expects members and guests to conduct themselves in a manner that is appropriate and inclusive for everyone. An example of unacceptable behaviour on social media can include: unwanted sexual advances, sending suggestive messages to a person that you do not know, or sending non-consensual friend requests.

If you are not sure how a recipient or broader audience might respond to what you plan to send, do not send the message.

Photography and videos should not be taken or posted without the consent of all parties. Various participants do not wish to be photographed or videoed for professional or private reasons.

Responsible consumption of alcohol

Alcohol is widely used and enjoyed by Australians. It can be enjoyed while eating, socialising and relaxing. When used responsibly, it can contribute to marking special occasions, networking, building esprit de corps, and celebrating events and traditions.

DEFGLIS supports the Australian Defence Force’s proactive cultural approach to reducing the risk of drinking and alcohol related harm outlined in MILPERSMAN, Part 4, Chapter 1 and Joint Health Commands ADF Alcohol Management Strategy.

When drinking, DEFGLIS expects all guests and members to:

Be Responsible: Drinking more than four standard drinks on any single occasion more than doubles the risk of injury and accidents, with the risk increasing rapidly with each additional drink. It is possible to drink at a level that is less risky, whilst still having fun.

 Be Safe: Consuming alcohol will affect your concentration, physical co-ordination, alertness and judgement, which may leave you in situations where you feel unsafe or result in you taking risks you usually wouldn’t take. If your drinking puts your personal safety or the safety of others in jeopardy, you need to take steps to cut back.

 Be Respectful: Being affected by alcohol can impact your decision-making and contribute to anti-social behaviour, violence and abuse. Respectful relationships are based on trust, honest, fairness and equality. Don’t let alcohol have an effect on your respect for others or yourself.

What happens in the event of a sexual offence or sexual misconduct?

You should also SeMPRO can provide you with guidance on what you need to do, including how to report the incident to the Australian Defence Force Investigative Service (ADFIS) or state/territory police.

Sexual misconduct is the term used to cover the full spectrum of inappropriate behaviour of a sexual nature, from unacceptable behaviours that are visible and non-criminal, through to criminal behaviours. These behaviours can be committed by force or intimidation, or be unwelcome.

Sexual misconduct includes, but is not limited to:

Sexual misconduct can occur in any sex or gender configuration regardless of sex or gender identity.

Any sexual activity that occurs without consent is a criminal offence. Consent must be obtained wilfully, and cannot be threatened, intimidated, forced or coerced from a person. A person’s free will must not be compromised, including intoxication, being unconscious or asleep. Everyone has the right to change their mind and consent can be withdrawn. If a person changes their mind about engaging in a sexual act (even if the act has commenced), continuing becomes a sexual offence.

Criminal matters will be referred to the state/territory police and the Australian Defence Force Investigative Service (ADFIS) where appropriate.

Speak up

Members and guests should speak up if you experience or observe any behaviour that could lead to an unsafe situation or unacceptable behaviour. Bystander intervention

Members and guests should intervene and stop situations where someone might feel uncomfortable, threatened or unsafe, if it is safe to do so. If you witness unacceptable behaviour, sexual misconduct, or someone breaches the DEFGLIS Code of Ethical Behaviour, speak up and report it.

Please intervene and report it if you witness behaviour that makes someone uncomfortable, threatened or unsafe.

DEFGLIS CODE OF ETHICAL BEHAVIOUR

The Code of Ethical Behaviour is a set of standards that guides the conduct of all members and guests of the DEFGLIS - Defence LGBTI Information Service.

As a guest or member of DEFGLIS you are expected to:

  1. Behave in a manner that upholds the DEFGLIS values of inclusion, justice, integrity and community and Defence values of professionalism, loyalty, integrity, courage, innovation, and teamwork;
  2. Recognise that everyone is different and that difference can be a great strength providing opportunity learn from others and to be exposed to diverse perspectives;
  3. Ensure that everyone feels safe, respected and included;
  4. Be accountable for your actions and decisions;
  5. Take responsibility for your actions and do not blame others or make excuses for inappropriate behaviour;
  6. Recognise, report and prevent unacceptable and unsafe behaviour including harassment, bullying, discrimination, abusive behaviour, unsafe activities, and sexual misconduct; and
  7. Adhere to DEFGLIS policy and guidelines and to the principles of Defence policy.
